Overview

USAID SEGAR is seeking three short-term technical assistance (STTA) to support RTRWK Development in Aceh Tamiang.  Each STTA is expected to commence as soon as possible through September 30, 2023. This is an individual engagement not institutionally. Code: RTRWKAT.

  • Lead Expert – 45 days of LOE.
  • Urban and Regional Planning Expert – 40 days of LOE.
  • Disaster and Environmental Expert – 40 days of LOE.

Context

The Aceh Tamiang District Spatial Plan (RTRW) has been established as a regional regulation (qanun) Number 14 of 2013 concerning the Aceh Tamiang District Regional Spatial Plan 2012-2032. The issuance of the Aceh Tamiang District RTRW has an important role in the development of Aceh Tamiang, especially in the implementation of spatial planning. In practice, the RTRW of Aceh Tamiang is inseparable from deficiencies due to limited data and information at the time of preparation.

Government Regulation Number 21 of 2021 concerning Spatial Planning requires that the Aceh Tamiang District RTRW be revised in accordance with the provisions of this regulation. One of the important points in PP 21/2021 is the simplification of the basic requirements for business licensing while maintaining the quality of spatial planning.

The purpose of implementing spatial planning in PP 21 of 2021 concerning spatial planning is to integrate various cross-sectoral, cross-regional, and cross-stakeholder interests which are manifested in the preparation of spatial plans, alignment between spatial structures and spatial patterns, alignment between humans and the environment, embodiment of balanced growth and development between regions, as well as the creation of conditions for laws and regulations in the Spatial Planning sector that support the investment climate and ease of doing business.

Basically, experts in the field of spatial planning not only plan the physical development of an area but also plan how to fulfill human needs through comfortable and good spatial planning to accommodate all human needs in it.

Seeing the increasing number of problems or challenges that occur in life at this time, there are also more and more new problems or challenges that must be answered by experts in the field of spatial planning.

This is a moment where spatial planning specialists donate their energy, thoughts, and time in a very large way for the continuity of people’s lives with demands on values, norms, and aesthetics.

Objectives

  1. A preliminary report containing work plans, methodologies, strategies and policies, data analysis, and land use planning concepts completed
  2. Mapping document for the Aceh Tamiang District of Spatial Planning (RTRW) which has received approval from the Geospatial Information Agency;
  3. Fact and Analysis Report, draft land use plan (spatial pattern and structure) completed, Draft Qanun, Academic Review, and Weekly Progress Report on development of land use plan has been prepared.
  4. Data is processed and analyzed, as well as a draft plan;
  5. As a resource person in the Focus Group Discussion (FGD) and Public Consultation on the Regional Spatial Plan (RTRW) of Aceh Tamiang District;
  6. As a discussant in coordination with the Provincial Government and the Central Government regarding the Aceh Tamiang District Spatial Revision Plan (RTRW);

Expected Output and Outcome

  1. Availability of Technical Materials in accordance with the regulations for the preparation of spatial plans in Aceh Tamiang District
  2. Availability of alternative conceptions with several scenarios for spatial structure and spatial pattern of RTRWK Aceh Tamiang District
  3. Final Draft Qanuns and Academic references ready for government formal discussion;
  4. Album of maps at a scale of 1;50,000 of the Aceh Tamiang District Land Use plans in A1 size paper produced and complied with the standard database.
  5. Final report on the supporting revision of Land Use plans in Aceh Tamiang District

Qualifications

Lead Expert (LE)

  • Lead and supervise the work of technical consultants (URPE and DEE)
  • Collect and review all the technical materials from URPE and DEE
  • Develop several scenarios for spatial structure and spatial pattern of RTRWK Aceh Tamiang District
  • Coordinate with government counterparts and other relevant government agencies for RTRWK development
  • Responsible for synchronizing the draft of RTRWK with KLHS (Strategic Environmental Assessment) document
  • Finalize RTRWK document
  • Prepare the draft of Qanun and if it is necessary will also prepare the academic reference for the Qanun
  • Provide technical materials and give presentations to the participants di FGD and public consultation events
  • Coach PUPR and DLH staffs in developing and processing RTRWK documents based on the regulation

Urban and Regional Planning Expert (URPE)

  • Collect data and information on regional and urban planning from various sources
  • Analyze data and information on land use based on spatial structure and spatial patterns
  • Analyze the result of the survey (and its supporting documents) that conducted by PUPR staff
  • Analyze scenarios for spatial structure and spatial pattern of RTRWK and design the masterplan for regional and urban planning
  • Coach PUPR and DLH staffs in regional and urban planning development
  • Coordinate with government staff based on LE assignment.
  • Work with LE in any other assignment under this SOW objective
  • Report to Lead Expert (LE)

Disaster and Environmental Expert (DEE): 1 (one) person for 40 days

  • Collect data and information on disaster and environmental threatsAnalyze data and information for the disaster and environmental threats study document.
  • Analyze disaster and environmental threats study from various sources (government or non-government)
  • Identify potential disaster and environmental threats in Aceh Tamiang District and provide recommendations of its mitigation.
  • Coach PUPR and DLH staff in identifying potential disaster and environmental threats and how to mitigate them.
  • Coordinate with government staff based on LE assignment.
  • Work with LE in any other assignment under this SOW objective
  • Report to Lead Expert (LE)
