OVERVIEW

USAID SEGAR is seeking a Short-Term Technical Assistance (STTA) to support Protection of non-forest area (APL) in West Kotawaringin for Central Kalimantan.

USAID SEGAR is a five-year (2021–2026) project designed to advance Indonesia's development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

USAID SEGAR interventions in the revision process of District Spatial Planning (RTRWK) have mapped two important areas in non-forest areas (Other Use Areas-APL), consisting of Strategic District Areas (District Strategic Areas-KSK) and Local Protection Areas (Regional Areas Local Protection-PS). In the KSK area, there are 8,687 hectares of indicative area delineated to create long-term protection of the high conservation value (HCV) and bring social benefit to the community from sustainable resources management within the areas. Furthermore, for the PS areas, it has been mapped an indicative area of around 8,788 hectares consisting of a riparian zone, lake perimeter or reservoir area, a water catchment area, and HCV area inside palm oil concessions, which are functioned to protect the ecosystem as well as the preservation of the environment which includes natural resources, artificial resources, and the nation's historical and cultural values in the interests of sustainable development.

To formulate the protection initiative of two strategic areas as mentioned above, as well as a compliance procedure, USAID SEGAR will draft a legal document for both initiatives as a basis for issuance of the regulation as well as to identify the priority program that will be addressed to stakeholders

OBJECTIVE

This assignment is to support site level activity to implement project activity under outcome A inQ2 Year 3 project as delivery outputs Activity CK.A1.2 to develop legal drafting document intended to be used as the basis for regulation issuance of Kawasan Strategis Kabataan (KSK) in District Spatial Planning revision and Bupati Decree on Local Protection Areas Management.

EXPECTED OUTPUT/OUTCOME

Completed two legal drafting documents as the basis for the district to issue local regulations.

KEY TASKS & RESPONSIBILITIES

  • Analysis and provide map of non-forest area with complete attributes (LOE 15 working days).
  • FGD to gather inputs from district stakeholders to maintain the areas (LOE 3 working days).
  • Provide thematic map with list of indicative programs to maintain the areas (List of Izin Terbatas Boleh Tidak boleh/ITBX). (LOE 5 working days).
  • Presentation of two draft documents of Legal Drafting to the district stakeholders (LOE 2 working days).
  • Final report (LOE 5 working days).

DELIVERABLES

  • Document containing non-forest area map analysis.
  • FGD activity report.
  • Document containing thematic map with list of priority program.
  • Draft of legal drafting of KSK and Kawasan Perlindungan Setempat.
  • Final Report.

REQUIRED QUALIFICATIONS

  • Minimum bachelor's degree in a relevant subject to natural resources management, forestry, sociology and urban and regional planning.
  • Good knowledge of law and regulation on forestry aspects.
  • Experienced in drafting local regulations.
  • Experienced in land-use planning and GIS interpretation.
