OVERVIEW

USAID SEGAR is seeking a short-term technical assistant of Green Investment Outlook to Support district government to develop voluntary sustainability report and promote sustainable investment in East Kutai district, East Kalimantan Province.

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

USAID SEGAR aims to improve environmental governance with particular focus in expanding capacity of district level governments in creating conducive policy environment to encourage sustainable investment in district level. With a growing emphasis on “green growth,” local governments are attempting to better position their political-administrative jurisdictions to capture investment stream from public and private institutions who demonstrate a preference for more sustainable districts.

Support to district governments to develop sustainability policies and commitments is necessary, including by preparing an investment outlook which will cover the ‘sustainability rapport’ of the district as well as the green investment opportunities available in its area. The rapport will help the district to articulate, position and objectively support their “sustainability proposition” as a selling point to attract sustainable investment from various investment sources, while the identified investment opportunities will provide information for the potential investors. The consultant is expected to focus on supporting district government to identify and consolidate the information of identifying green/sustainable investment opportunities into the investment outlook.

This support will contribute to achieving USAID SEGAR`s expected result A4.4. included in its Year 3 Annual Work Plan (Develop Investment Outlook), as well as more broadly contributing to the achievement of outcomes B1 and B4.

OBJECTIVE

  • To provide East Kutai District Government with a framework to identify green investment opportunities.
  • To assist the district government in identifying green investment opportunities in East Kutai.
  • To develop a training syllabus and modules on green investment outlook development.
  • To facilitate the East Kutai district government to carry out training in preparing green investment outlooks.
  • To assist the East Kutai District Government in developing green investment outlook.
  • To write a final report which covers activities in point 1-5.

EXPECTED OUTPUT/OUTCOME

  • A framework on green investment opportunities.
  • A training syllabus and modules on green investment outlook development.
  • At least 15 government staffs were trained to prepare green investment outlooks.
  • A green investment outlook document that has been reviewed and approved by East Kutai district government.
  • A final report, which covers point 1-5.

The expected outcome from these activities is outcome A4 (Environmental governance bodies and natural resource managers develop and implement inclusive incentive mechanisms for private sector entities and smallholders who demonstrate land management practices that measurably and transparently reduce threats to biodiversity and greenhouse gas emissions from land use). This support is also expected to generate investment for sustainable projects in the district, both from public and private streams.

KEY TASKS & RESPONSIBILITIES

  • Develop a framework to identify green investment opportunities in East Kutai
  • Assist East Kutai District Government to develop green investment outlook, including:
    • Write training syllabus and modules.
    • Facilitate training on green investment outlook.
    • Assist local government in producing a draft green investment outlook through meetings, workshops, and FGDs with district governments, private sectors, and community/farmers in order to develop the investment outlook.

  • Write a final report from implementation of the activities.

DELIVERABLES

  • A framework to identify green investment opportunities.
  • Training syllabus and modules on identification of green investment opportunities.
  • A report containing result from training facilitation, including explanation on how the process was carried out and how participants have been strengthened. Pre and post test result may be attached in the report.
  • 1stdraft of green investment outlook – as a result of the training.
  • 2nddraft of green investment outlook - as a result of assistance and series of meetings to trained government officials.
  • A final draft of Green Investment Outlook document submitted to be published by the District Government.
  • Final report on implementation of activities.

JOB REQUIREMENT

  • Preferred resides East Kutai or within the province.
  • Master’s degree in the area of environment, businesses, and/or economy.
  • Minimum 15 years’ experience in working in the aspect of social businesses development, investment in green projects particularly land based such as social forestry, biodiversity conservation, climate change, land rehabilitation, and sustainable agriculture.
  • Demonstrate knowledge on Indonesia's environment and natural resources management particularly in the area investment and financing.
  • Experience in working with Indonesian government at local and national level particularly in the area of economy and investment.
  • High level of understanding and previous involvement in training manual development.
  • Proven track record in government engagement and good communication skills.
  • Strong oral and written English will be an advantage.
