OVERVIEW

USAID SEGAR is seeking a short-term technical assistant of Integrated Area Development (IAD) Master Planto Support IAD Development in West Kotawaringin – Central Kalimantan.

USAID SEGAR is a five-year (2020 - 2025) Activity designed to advance Indonesia's development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and High Carbon Stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

Two key anticipated outcomes of the Activity are:

  • (Outcome A1) Subnational jurisdictions exhibit commitment and capacity to transparently plan, finance, and implement measurable inclusive development goals that prioritize biodiversity conservation and sustainable land management that reduces greenhouse gas emissions from land use change, balanced with sustainable and inclusive economic growth.
  • (Outcome A4) Environmental governance bodies and natural resource managers develop and implement inclusive incentive mechanisms for private sector entities and smallholders who demonstrate land management practices that measurably and transparently reduce threats to biodiversity and greenhouse gas emissions from land use.

Within this context and supports prioritize biodiversity conservation and sustainable land management that reduces greenhouse gas emissions from land use change, the activity seeks expertise to support district government of West Kotawaringin in the development of Integrated Area Development (IAD) to create inter-connections of natural tourism area development based on Social Forestry Areas.

Currently, there are 7 social forestry community groups and one environmental group actively involved in USAID SEGAR projects in West Kotawaringin district. Most importantly, their areas are covered with natural forest and habitat of important species such as orangutan, proboscis monkey and birds.

To maintain the sustainability of natural resources management, the purpose of IAD masterplan is as a development guidance for the district to create long-term management to enhance forest management conducted by the community who manage the forest and bring socio-economic and environmental benefits.

OBJECTIVES

The objective under SOW is to develop IAD masterplan in line with the local government development plan.

The expected outputs are:

  • IAD Masterplan document

  • Desk study to get an overview of the social forestry area development.
  • Social forestry areas assessment to identify potential sustainable livelihood development.
  • IAD Masterplan Development.

JOB REQUIREMENT

  • Minimum bachelor's degree in a relevant subject to natural resources management, forestry, and sociology.
  • Good knowledge in social forestry, natural resources management and ecotourism.
  • Experienced in community development.
  • Experienced in landscape based and community-based development planning.
  • Experienced in drafting masterplan related to natural resources management and ecotourism.
