USAID SEGAR is a five-year (2021 – 2026) project funded by USAID, designed to advancing Indonesia's development goals in balancing biodiversity conservation and sustainable land use with sustainable economic development and livelihoods inclusive. To achieve this, districts with high conservation values and high carbon stocks are becoming an area of USAID SEGAR support, it is hoped that resource management will improve nature and be more measurable in conserving biodiversity, reducing greenhouse gas emissions glass from unsustainable land use, as well as promote economic growth sustainable and inclusive.

Mahakam Ulu District is one of the priority jurisdictions supported by USAID SEGAR. The district has a significant forest area in the Heart of Borneo and the headwaters of the Mahakam River. This district has 706,711 hectares of protected forest, an estimated 1,677,944 hectares of High Conservation Value (HCV) area and approximately 1,644,421 hectares of High Carbon Stock (HCS) area, making Mahakam Ulu as the heart of conservation district for East Kalimantan.

Considering the importance of Mahakam Ulu as conservation district, it is needed to ensure the conservation approach will also give the benefit for sustainable livelihood needed by community. Mahakam Ulu District economy is dominated by agriculture and forestry, which provide the largest share (74 percent or IDR 1.343 trillion) of the district’s 2019 GDP1, with major agricultural commodities produced in Mahakam Ulu include rice, rubber, coconut, pepper, cocoa, coffee, and candlenut. Cocoa provided the largest share in terms of area and volume. Cocoa classifies as forest plants, and also recommended as species to enrich the landcover through agroforestry system and in another side, have potential competitive market price.

USAID SEGAR support farmers in Laham and Nyaribungan villages under the Laham Subdistrict to increase their capacity on cocoa cultivation as one approach for balancing conservation and livelihood. Laham and Nyaribungan village also part of the 23 villages that selected from the FCPF (Forest Carbon Partnership Facility/FCPF-Carbon Fund). Cocoa in these two villages, especially in Laham Village has shown significant progress on the interest of buyer and Mahakam Ulu local government cause of positive response of the cocoa farmers on some parties’ intervention in this village and has good quality of product with a distinctive flavor. However, there is no sustainability standard that has been adopted by farmers in this Subdistrict. Pre-harvest, harvest, and post-harvest practices according to GAP (Good Agriculture Practices) have only been practiced by a limited number of farmer groups. Capacity building through increasing GAP, fermentation, and certification of cocoa beans is an instrument that can increase the added value of farmers and reduce the opening of new land for community cocoa plantations.
