USAID SEGAR is seeking a fixed-term employee for the position of Sustainable Land Use Management Specialistto support technical assistance on rattan project in Katingan district, Central Kalimantan. This position will be based potentially in Palangkaraya/Katingan district.

USAID’s SEGAR Activity seeks to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved.
To achieve the overall goal, USAID SEGAR will achieve the following two objectives:
- Strengthened inclusive environmental governance in targeted subnational jurisdictions that advance biodiversity conservation, sustainable forest management, and sustainable land use.
- Increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains that reduces threats to biodiversity and greenhouse gas emissions from land use.
USAID SEGAR works in four regions with a total of twelve intervention districts:
- Aceh: Aceh Tamiang, North Aceh, East Aceh
- West Kalimantan: Ketapang, Kubu Raya, Sanggau, Sintang
- East Kalimantan: Berau, East Kutai, Mahakam Ulu
- Central Kalimantan: Seruyan, West Kotawaringin
USAID assigned USAID SEGAR to provide Technical Assistance (TA) to ADM Capital Asia Climate-Smart Landscape Fund/ACLF (a program with the aim to finance SMEs that achieve both financial and sustainability returns) for the implementation of the rattan project in Katingan. ACLF plans to provide loans to a potential borrower to expand certified handicraft production, control raw materials to decouple from deforestation risk, expand collaboration with local communities on weaving and raw material sourcing and meet customer demand for FSC-certified products to become a more vertically integrated business. The project will also ensure the protection of high conservation value (HCV) and high carbon stock (HCS) in the sourcing areas through adopting FSC certification, incorporating ‘No Deforestation, No Peat, No Exploitation’ (NDPE) commitment training programs for communities, and developing Sustainable Sourcing Procedures. USAID SEGAR collaborate with ACLF, PT Harmoni Usaha Indonesia (HUI), and Perkumpulan Petani Rotan Katingan (P2RK) for this technical assistance with focus on two main issues, namely Environmental and Social (E&S) Risk Mitigation and Forest Management and Addressing Production and Capacity Issues.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Collect and review documents related to land use in the project area (e.g., district spatial planning, forest long-term management plan (RPHJP), land cover map, land-cover change, HCV/S area).
- Work with Biodiversity Conservation Lead and Environmental Governance Lead in mainstreaming biodiversity management into development in areas of high conservation significance.
- Assist P2RK with the integration of biodiversity considerations into land and resource planning and implementation in forest and non-forest area in their program and workplan.
- Organizing and facilitating stakeholder dialogue to address land management issues in the development of rattan gardens.
- Provide technical and facilitating capacity building for sustainable forest management for existing and new P2RK members.
- Establish and maintain productive and positive relationships with local government, P2RK, PT HUI, ACLF and related NGOs.
- Contribute to the preparation of periodic progress reports and assist with monitoring relevant Activity indicators and evaluating program results.
JOB REQUIREMENT
- Preferably domiciled in the province of activity operations.
- Minimum bachelor’s degree in forestry or natural resource management or another field related to social and community development/empowerment.
- At least 5 years of experience working in land use management and/or social forestry project.
- Significant experience in community facilitation and conflict/dispute resolution, judicial and legal aid, implementation of operational and procedural regulations and land administration.
- Effective communication and collaboration abilities to work closely with local community and private actors/companies.
- Ability to communicate clearly and concisely in English, orally and in writing.
- Ability to travel on occasion domestically and regionally.
- Ability to work independently and proactively with stakeholders in rural areas, as well as in district and provincial level.
- Excellent interpersonal and communication skills, to a range of different audiences.
