OVERVIEW

USAID SEGAR is seeking a Short-Term Technical Assistance (STTA) to support the development of an environmental strategic study (KLHS) to support Provincial Long-term Development Plan (RPJPD) for West Kalimantan.

USAID SEGAR is a five-year (2021–2026) Activity designed to advance Indonesia's development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserve biodiversity, decrease greenhouse gas emissions from unsustainable land use, and promote sustainable and inclusive economic growth.

USAID SEGAR and the West Kalimantan provincial government have agreed to cooperate in the development of a Strategic Environmental Study (KLHS) to underpin the Provincial Long-term Development Plan (RPJP) and a Technical Team has been formed by relevant government agencies USAID SEGAR with other donors have agreed to support experts to develop the KLHS.

This SOW is related to Outcome A: Subnational jurisdictions exhibit commitment and capacity to transparently plan, finance, and implement measurable inclusive development goals that prioritize biodiversity conservation and sustainable land management that reduce greenhouse gas emissions from land use change, balanced with sustainable and inclusive economic growth.

OBJECTIVE

The STTA will work closely with provincial counterparts, especially with the West Kalimantan Provincial Environmental and Forestry Office and Bappeda, providing technical support and leadership to the development of the KLHS.

EXPECTED OUTPUTS AND OUTCOMES

  • Priority sustainable development issues for the long-term development of West Kalimantan Province - based on public consultation and review of other strategy and planning documents at district, provincial and national levels - identified.
  • Priority strategic issues for West Kalimantan RPJPD – that comply with Article 9 of Government Regulation (PP) No 46 Year 2016 - identified.
  • Policy, planning, and program (KRP) issues - that potentially affect the quality of environmental management and biodiversity conservation within the West Kalimantan RPJPD - identified and recommendations to mitigate potential negative impacts – based on analysis of KRP RPJPD, DDDTLH and RPPLH made.
  • Final draft KLHS document produced.

TASKS

  • Provide technical assistance/coaching clinic on KLHS to provincial government staff.
  • Identify key sustainable development issues, particularly related to environmental governance, based on public consultation and review of relevant strategic documents at the district, provincial, and national levels.
  • Screen/document key issues from public consultations based on Article 9 of PP Number 46, Year 2016 to define priority strategic issues.
  • Analyse priority Policy issues for the West Kalimantan RPJPD with potential to affect the quality of the environment in West Kalimantan Province over the next 20 years.
  • Develop document that provides recommendations for mitigating environmental impact and outlining alternative scenarios for West Kalimantan RPJPD Policy, Plan, and Program.
  • Complete final draft of KLHS document for validation by MoEF.

DELIVERABLES

  • Document containing identified sustainable development issues for West Kalimantan over the next 20 years based on public consultation and review of other strategic and planning documents at district, provincial and national levels.
  • Document containing identified priority strategic issues West Kalimantan RPJPD that complies with article 9 of Government Regulation (PP) No 46 Year 2016.
  • Document that provides recommendations for mitigating environmental impact and outlining alternative scenarios for West Kalimantan RPJPD Policy, Plan, and Program.
  • Final draft KLHS document, including maps (in SHP and PDF formats) submitted.

JOB REQUIREMENT

  • Minimum master's degree in a field relevant to natural resource management such as forestry or environmental science.
  • Minimum 5 years of experience working in the field of preparing strategic environmental strategic documents, such as KLHS, environmental plan (RPPLH), or other related documents.
  • Demonstrated understanding of the management and sustainable use of land and natural resources as well as social, economic, and environmental issues linked to the Sustainable Development Goals (SDGs)
  • Demonstrated knowledge and experience and proven track record in the preparation of strategic documents such as KLHS, environmental planning (RPPLH), or any other related environmental documents.
  • Prior experience in producing high-quality reports in similar work.
  • Proven ability to work in a team.
  • Knowledge of West Kalimantan.
