OVERVIEW

USAID SEGAR is seeking two short-term technical assistants to undertake Free, Prior and Informed Consent (FPIC) engagement with village communities and other relevant stakeholders impacted by/involved in PT Hutan Kencana Damai’s proposed Agriculture, Forestry, and Other Land Use (AFOLU) carbon project.

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserves biodiversity, decreases greenhouse gas emissions from unsustainable land use, and promotes sustainable and inclusive economic growth. One of USAID SEGAR’s intervention strategies is to partner with the private sector to support green investment that advances biodiversity conservation, sustainable management of forests and Greenhouse Gas (GHG) emissions reductions.

In this context, USAID SEGAR has signed a Memorandum of Understanding (MOU) with PT Hutan Kencana Damai (HKD) to support its ecosystem restoration and emissions reduction project. PT HKD holds a Principal Approval for Ecosystem Restoration Forest Utilization Permit (PBPH-RE) and is responsible for the management of a 12,868-hectare peatland ecosystem in Ketapang district, West Kalimantan. This permit includes several villages, namely Kuala Tolak, Tanjung Baik Budi, Sungai Putri, Tempurukan, and Sungai Awan Kiri. PT HKD will develop this landscape as an Agriculture, Forestry, and Other Land Use (AFOLU) voluntary carbon project in accordance with Verra’s international Verified Carbon Standard and the Climate, Community and Biodiversity Standard (VCS-CCBS), as well as Indonesia’s National Registry System (SRN) standard. PT HKD plans to carry out restoration and forest protection, community development and biodiversity conservation activities as part of the project.

This Scope of Work (SOW) is to support PT HKD in ensuring the Free, Prior, and Informed Consent (FPIC) of associated village communities and other relevant stakeholders within a 20 km radius of PT HKD concession area in Ketapang District, West Kalimantan.

OBJECTIVES

The objective of this assignment is to assist PT HKD to conduct FPIC that complies with CCBS v3.2 (21 June 2017 or revised version expected to be published in Q1/2024) and referring to Anderson, P. 2011. Free, Prior and Informed Consent in REDD +: Principles and Approaches for Policy and Project Development.

In particular, the specialists will work to:

  1. Obtain preliminary information on the socio-economic conditions of the village communities surrounding the PT HKD concession area, including identifying potential alternative livelihoods development and existing problems/social conflicts (e.g., land tenure, access to natural resources, customary lands);
  2. Map and analyze relevant project stakeholders (e.g., Government institutions, NGOs, Village communities/community groups/Indigenous peoples, neighboring companies, within 20 km radius of PT HKD concession area), including key community figures, as well as any minority, marginalized and/or vulnerable groups;
  3. Identify and consult with community groups that may be affected by the project (both positively and negatively); and
  4. Formally inform and consult with key relevant local stakeholders about PT HKD's planned voluntary carbon project, obtain written consent, if possible (as well as explaining why consent was not obtained in the case of this occurrence).

EXPECTED OUTPUT/OUTCOME

  • Preliminary Socio-economic Report.
  • FPIC Consultation Report which includes the stakeholder mapping and analysis results and the FPIC consultation processes and results (including all evidence documents of the process).
  • Written consent letters

KEY TASKS & RESPONSIBILITIES

  • Develop a workplan document which includes the rationale of methodologies or approaches that will be used (including sampling method) and timeline to perform the consultancy. This should also include project information that will be shared with local stakeholders, data sheets/questionnaires/interview guidelines, formal evidence documents templates, etc. LOE 2 days.
  • Collect preliminary information on the socio-economic and demographic conditions of communities surrounding PT HKD concession, including identifying potential alternative livelihoods development and existing or potential problems/social conflicts (e.g., land tenure, access to and use of natural resources, customary land and use rights). LOE 5 days.
  • Conduct stakeholder identification/mapping and analysis in relation to PT HKD’s plan to develop its VCS-CCBS project (e.g., Government institutions, NGOs, neighbouring companies, village communities/community groups/Indigenous peoples within 20 km radius of PT HKD concession area). This should also include key community figures and community groups that may potentially affected by the project, as well as any minority, marginalized and/or vulnerable groups. LOE 5 days.
  • Together with PT HKD’s management, formally inform of PT HKD’s planned project activities and consult with relevant stakeholders and obtain written consent when possible. LOE 10 days.
  • Develop a Preliminary Socio-economic Report from the information collected on point (2). LOE 3 days
  • Develop FPIC Consultation Report which includes the stakeholder mapping and analysis results and the FPIC consultation processes – documenting all meetings between PT HKD and relevant stakeholders - and results (including all evidence documents of the process). LOE 10 days for SFPIC.

JOB REQUIREMENT

  1. Senior FPIC Specialist
  • Bachelor’s or master’s degree in social sciences, Anthropology, or relevant field.
  • Minimal 7-10 years’ experience in social assessments, stakeholder engagement, stakeholder analysis. Proven experience in FPIC consultation processes and reporting in forestry sector using international standards (e.g., CCBS, IFC-PS, HCVA).
  • Fluent in written and spoken Bahasa Indonesia and English.
  • Strong interpersonal and communication skills.
  • Ability to connect with diverse groups and individuals.
  • Basic understanding of the challenges and opportunities in the forestry sector
  1. FPIC Specialist
  • Bachelor's degree in social sciences, Anthropology, or relevant field.
  • Minimal 3-5 years’ experience in social assessment, consultancies or anything related.
  • Proven experience in conducting FPIC consultation processes and reporting in the forestry sector using international standards (e.g., CCB, IFC-PS, HCVA).
  • Fluent in written and spoken Bahasa Indonesia.
  • Strong interpersonal and communication skills.
  • Ability to connect with diverse groups and individuals.
  • Basic understanding of the challenges and opportunities in the forestry sector.
