USAID SEGAR is seeking a fixed-term employee for the position of High Conservation Value (HCV)/Biodiversity Management and Monitoring Specialist the Activity at the national level, based in Jakarta, Indonesia. USAID SEGAR is a five-year Activity that aims to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development.

USAID’s SEGAR Activity seeks to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved.
To achieve the overall goal, USAID SEGAR will achieve the following two objectives:
- Strengthened inclusive environmental governance in targeted subnational jurisdictions that advance biodiversity conservation, sustainable forest management, and sustainable land use.
- Increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains that reduces threats to biodiversity and greenhouse gas emissions from land use.
USAID SEGAR works in four regions with a total of twelve intervention districts:
- Aceh: Aceh Tamiang, North Aceh, East Aceh
- West Kalimantan: Ketapang, Kubu Raya, Sanggau, Sintang
- East Kalimantan: Berau, East Kutai, Mahakam Ulu
- Central Kalimantan: Seruyan, West Kotawaringin
PRINCIPAL DUTIES AND RESPONSIBILITIES
The High Conservation Value (HCV)/Biodiversity Management and Monitoring Specialist will support a development of management and monitoring plan, biodiversity assessment, and conservation actions to a range of Indonesian partners, including local NGOs (Non-Government organization)/ CSOs (civil society organizations), local communities, local cooperatives, private sector enterprises, and local governments. The High Conservation Value (HCV)/Biodiversity Management and Monitoring Specialist will report to and supervised by Biodiversity Conservation Lead (BCL). S/he will work closely and in coordination with GIS/Remote Sensing Specialist, Law Enforcement Specialist, Conservation Enterprise Specialist, Community Development Specialist and Sustainable Enterprises Specialist and be a resource person for biodiversity management and monitoring and conservation action.
The High Conservation Value (HCV)/Biodiversity Management and Monitoring Specialist will adhere to and act in accordance with Chemonics’ professional code of ethics, ‘Living Our Values’, and will make the principles of the code a part of USAID SEGAR’s culture and operating procedures. In delivering the task, the High Conservation Value (HCV)/Biodiversity Management and Monitoring Specialist will ensure the highest levels of honesty, integrity, openness and transparency.
- Support Biodiversity Conservation Lead to produce weekly, quarterly and annual report, develop annual workplan, publications and presentation of high-quality project achievements on a regular basis through briefing papers, policy papers, technical reports and presentations, and providing data to support it.
- In Coordination with PSE (Private Sector Engagement) and CE (Community Engagement) Leads, provides technical expertise to private and community group to develop biodiversity conservation management in set aside HCV and HCS areas and readiness toward commodity certification.
- Support BCL and Environment Governance Lead to provide technical documents to integrate biodiversity conservation actions into government planning documents.
- Assist BCL to develop biodiversity monitoring and evaluation impact to measure USAID SEGAR intervention effectiveness.
- Providing thought leadership both internally and externally for partners on latest trends in biodiversity and ecosystem assessment and management based on scientific knowledge.
- In close coordination with BCL, supervise and monitor grantees under the biodiversity conservation activities to design, implement and analysis the particular work awarded through the Grant Scheme.
- Monitor, measure, interpret and share results of project implementation on a regular basis and reported to BCL.
- Advance and influence stakeholder understanding on Biodiversity conservation and management, and sustainable land management.
- Be willing and able to frequently travel to USAID SEGAR’s site offices and partners field sites as required.
JOB REQUIREMENT
- Bachelor’s degree or equivalent in Biology, Wildlife Management, Natural Resources Conservation/management, environmental science or other field relevant to HCV/Biodiversity protection and/or management.
- At least 7 years experiences in Biodiversity conservation and management, and Biodiversity Assessment.
- Experience in developing HCV/Biodiversity management and monitoring plan, and conservation actions.
- Experience in conducting HCV identification and assessment both in forest concession and plantation sectors along with threat and risk assessment to Biodiversity.
- Have knowledge on sustainable commodity certification both mandatory and voluntary standards.
- Experience and familiar to work with USAID project.
- Highly organized, showing initiative and proactive.
- Excellent attention to detail.
- Strong communications skills and ability to explain technical concepts in common and simple language.
