OVERVIEW

USAID SEGAR is seeking a short-term technical assistant / consultant to support the development of Carrying Capacity Document (Daya Dukung Daya Tampung Lingkungan Hidup/DDDTLH) and Environmental Protection and Management Plan (Rencana Perlindungan dan Pengelolaan Lingkungan Hidup/RPPLH) for Kubu Raya District.

USAID SEGAR is a five-year (2021–2026) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserve biodiversity, decrease greenhouse gas emissions from unsustainable land use, and promote sustainable and inclusive economic growth.

USAID SEGAR and the Kubu Raya district government have agreed to cooperate in the development of Kubu Raya’s Carrying Capacity Document (Daya Dukung Daya Tampung Lingkungan Hidup/DDDTLH) and Environmental Protection and Management (Rencana Perlindungan dan Pengelolaan Lingkungan Hidup/RPPLH). The purpose of the RPPLH is to: (1) underpin the wise use of natural resources to maintain a balance of water, air, and land cover management; (2) align development plans in Kubu Raya with the DDDTLH; (3) strengthen environmental governance and community institutions for environmental control, monitoring, and utilization; and (4) increase resilience and preparedness in facing climate change.

This SOW is related to Activity Outcome A: Subnational jurisdictions exhibit commitment and capacity to transparently plan, finance, and implement measurable inclusive development goals that prioritize biodiversity conservation and sustainable land management that reduce greenhouse gas emissions from land use change, balanced with sustainable and inclusive economic growth.

OBJECTIVES

The consultant will work closely with provincial counterparts, especially with the West Kalimantan Environmental and Forestry Office, Environmental Office of Kubu Raya District, Bappeda Kubu Raya, and other national, provincial, and district government agencies as well as key stakeholders in providing data and technical support and leadership to the development of the RPPLH.

EXPECTED OUTPUT/OUTCOME

  • DDDTLH and RPPLH developed.
  • Inventory of strategic environmental issues created.
  • Data and information from environmental inventories processed and analyzed.
  • Assessment of DPSIR (driving force, pressure, state, impact, and response) carried out.

KEY TASKS / STAGES

  • Data consolidation and collection to develop Environmental Carrying Capacity (Daya Dukung Daya Tampung Lingkungan Hidup/DDDTLH), and Environment Protection and Management Plan (RPPLH). LOE: 5 days.
  • Compile inputs form public consultation on strategic environmental issues. LOE: 2 days.
  • Process and analysis of data and information   from environmental inventories. LOE: 10 days.
  • Develop the carrying capacity of the environmental capacity (Daya Dukung Daya Tampung Lingkungan Hidup/DDDTLH) document. LOE: 9 days.
  • Conduct DPSIR (driving force, pressure, state, impact, and response) assessment. LOE: 6 days.
  • Compile inputs from public consultation II to determine target and content of RPPLH. LOE: 2 days.
  • RPPLH document finalization. LOE: 13 days.

DELIVERABLES

  • Document referencing data collected for DDDTLH and RPPLH development.
  • List of inputs from public consultation on strategic environmental issues.
  • Document containing analysis of data and information from environmental inventories.
  • DDDTLH Document.
  • Assessment of DPSIR (driving force, pressure, state, impact, and response).
  • Notes on determined target and content for RPPLH developments.
  • Final RPPLH document.

QUALIFICATIONS

  • Minimum master’s degree in a field relevant to natural resource management such as agriculture, forestry, or environmental science.
  • Minimum 5 years of experience working in the field of preparing strategic environmental strategic documents, such as IKPLHD, DDDTLH, KLHS, environmental plan (RPPLH), or other related documents.
  • Demonstrated understanding of the management and sustainable use of land and natural resources as well as social, economic, and environmental issues link to the SDG 2030, Paris Agreement, Indonesia Vision 2045, and Net Zero Emission 2060.
  • Have sufficient knowledge on laws and regulations which constitute procedures, outline and key parameters of RPPLH document.
  • Prior experience in producing high-quality reports in similar work.
  • Proven ability to work in a team.
  • Knowledge of West Kalimantan.
