Overview

USAID SEGAR is seeking a short-term technical assistant to support the Development of  Long Terms Forest Management Plan (Rencana Pengelolaan Hutan Jangka Panjang - RPHJP) for FMU VII (East Aceh, Aceh Tamiang, Langsa), Aceh Province.

The Sustainable Environmental Governance Across Regions (SEGAR) Activity seeks to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To achieve this overall goal, USAID SEGAR works on two objectives: (i) strengthened inclusive environmental governance in targeted subnational jurisdictions that advances biodiversity conservation, sustainable forest management, and sustainable land use; (ii) increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains that reduces threats to biodiversity and greenhouse gas emissions from land use.

As a manager at the site level, the Forest Management Unit (FMU) is obliged to manage the forest area in a sustainable manner according to its function by considering the aspirations, participation and cultural values of the community and local environmental conditions as set forth in the Long-Term Forest Management Plan (RPHJP) Document. This document then becomes the basis or guidance for FMUs to be able to organize better forest management according to the potential of the area.

The long-term Forest Management Plan is principally a guideline and direction for the Long-Term Forest Management Plan which contains all aspects of implementing forest management in the long-term including forest administration and preparation of forest management plans, forest utilization, use of forest areas, forest rehabilitation and reclamation and forest protection and nature conservation. The forest management plan also contains a business plan or strategic activity plan in accordance with economic, social, and environmental feasibility towards the realization of an independent and sustainable FMU.

Objectives

Develop RPHJP FMU VII that strengthens and integrates biodiversity conservation, conflict mitigation and local community livelihood.

Expected Output/Outcome

  1. Identification of potential forest resources such as timber potential, non-timber forest product potential, environmental services, and ecotourism as well as update information on biodiversity in the Forest Management Unit Region VII, Aceh.
  2. Facilitating the presentation of the draft long-term forest management plan to the Aceh Region VII Forest Management Unit and the Aceh Province Environment and Forestry Service, the Government of Aceh and the Ministry of Environment and Forestry.

Deliverables

  • Inception report containing identification of potential forest resources.
  • First draft document (containing Chapter I, II, III).
  • Second draft document (containing Chapter IV, V, VI).
  • Activity report containing information on the process of facilitating RPHJP consultation with DLHK Aceh and MoEF.
  • Final Document (containing Chapter I, II, III, IV, V, VI, VII and appendixes).

Qualifications

  1. Minimum bachelor’s degree in a relevant development field, such as agriculture, biology, forestry, law, sociology, anthropology or related field.
  2. Knowledge and experience in preparing forestry planning documents such as Long-Term Forest Management Plans and other forestry strategic plans.
  3. At least 7 years’ experience in provincial and national forestry planning development activities and with USAID.
  4. Expertise in community development, including knowledge and skills in providing training/FGD.
  5. Knowledge of forest management, mapping of potential timber and non-timber forest products, as well as potential environmental services.
  6. Knowledge on issues of conservation, biodiversity, restoration, social forestry, and community empowerment around forests.
  7. Ability to communicate with various parties such as the government, private sector, and the community.
  8. Experience and ability to carry out activities in accordance with the agreed timeline.
  9. Fluency in oral and written Bahasa.
  10. Proven ability to work in a team.
