OVERVIEW

USAID SEGAR is seeking a short-term technical assistant Local Facilitator of ISPO compliance for smallholders’ group in Ketapang, West Kalimantan to support smallholder certification and linkages to broader supply chain and Strengthen knowledge of smallholder groups/cooperatives on Good Agriculture Practice (GAP) and certification.

USAID SEGAR is a five-year (2021 – 2026) project funded by USAID, designed to advancing Indonesia's development goals in balancing biodiversity conservation and sustainable land use with sustainable economic development and livelihoods inclusive. To achieve this, districts with high conservation values and high carbon stocks are becoming an area of USAID SEGAR support, it is hoped that resource management will improve nature and be more measurable in conserving biodiversity, reducing greenhouse gas emissions glass from unsustainable land use, as well as promote economic growth sustainable and inclusive. One of interventions to ensure the protection of biodiversity and sustainable land use is improving the implementation of sustainable standard on palm oil sector.

Sustainable palm oil is stated clearly as an objective of Indonesia’s oil palm sector regulations. The Indonesian government issued the Presidential Instruction (Inpres) No. 6 of 2019 of National Action Plan on Sustainable Palm Oil and Minister of Agriculture (MoA) Regulation No. 38/2020 regarding implementation of Indonesian Sustainable Palm Oil (ISPO).  Based on those regulations, ISPO implementation will improve environmental management (including HCV and HCS protection), improving governance of smallholders group and connecting private sector and smallholders’ group through green supply chain.

As part of efforts to facilitate sustainable palm oil implementation, USAID SEGAR has conducted gap assessment for ISPO certification readiness in 4 locations in West Kalimantan (Kubu Raya, Sanggau, Ketapang and Sintang). Based on gap assessment result, SEGAR will develop collaborative workplan among stakeholders (Private Sector, Plantation Agency, Smallholders Group and USAID SEGAR) to support ISPO certification compliance for selected smallholders’ groups in Ketapang.

To ensure the implementation of ISPO preparation for selected smallholder groups conducted intensively and in line with the scheduled timeline as mentioned in collaborative workplan, a facilitator is required to assist each smallholder groups on fulfilling necessary documents regarding ISPO compliance.

OBJECTIVES

The objective of this assignment is to provide assistance for selected smallholders group in Ketapang, West Kalimantan to be ready for ISPO internal audits.

EXPECTED OUTPUT/OUTCOME

1 (one) smallholders’ group in Ketapang fulfills the ISPO required document and ready for internal audit process

KEY TASKS & RESPONSIBILITIES

  • Meeting with smallholders’ group to identify necessary document based on ISPO requirements.
  • Assist smallholder’s group to collect land certificate and STDB.
  • Develop smallholders’ internal roles, AD/ART and organization structure.
  • Develop Standard Operating Procedure (SOP) on the Membership.
  • Develop SOP on trading of Crude Palm Oil (CPO).
  • Develop SOP on environmental management and occupational health and safety.
  • Develop SOP on Good Agricultural Practices (GAP).
  • Socialization of developed SOP to the group’s members.
  • Coordination meeting with private sector and plantation agency for monitoring progress of collaborative workplan.
  • Coordinate the collection of documents for internal audit process.
  • Assist business meetings with private sector.
  • Assist internal audit process.
  • Report writing.

DELIVERABLES

  • Workplan for smallholders group assistance process.
  • Monthly activity report containing:
    1. Month 1: Developed internal roles of smallholders group.
    2. Month 2: List of land certificate collected.
    3. Month 3: SOP membership and trading.
    4. Month 4: SOP environmental management and OHS.
    5. Month 5: SOP Good Agriculture Practices (GAP).
  • SOP socialization results.
  • Audit internal results.

JOB REQUIREMENT

  • Bachelor's degree in a field relevant to Economics, Agriculture, Forestry, Sociology, Regional Planning, Social Development Science, Agribusiness, Forestry, or other related fields
  • Experience working with local government, private sector organizations or business association) and local communities on issues relevant to the oil palm sector.
  • Strong understanding of community development and empowerment and ability to assist or empower community groups.
  • Familiar with plantation data, oil palm sector, and government document planning.
  • Understanding of ISPO certification.
  • Communication, facilitating, and diplomatic skills combine the ability to work under pressure, with minimum supervision, and on-distance.
