OVERVIEW
USAID SEGAR is seeking a short-term technical assistant of Policy Document Facilitator & Drafter for finalization of Regional Action Plan on Sustainable Palm Oil (RAD KSB) documentto support the development of District Sustainable Palm Oil Action Plan (RAD KSB) in West Kotawaringin – Central Kalimantan.
USAID SEGAR is a five-year (2021 – 2026) project funded by USAID, designed to advancing Indonesia's development goals in balancing biodiversity conservation and sustainable land use with sustainable economic development and livelihoods inclusive. To achieve this, districts with high conservation values and high carbon stocks are becoming an area of USAID SEGAR support. It is hoped that resource management will improve nature and be more measurable in conserving biodiversity, reducing greenhouse gas (GHG) emissions from unsustainable land use, as well as promote economic growth sustainably and inclusive. The overarching USAID SEGAR intervention strategy is based on the principle that better environmental governance, reduced GHG emissions and the conservation of biodiversity in Indonesia involves more effective participation and action by a broad range of stakeholders including the government, communities, as well as private companies, and smallholders.
Sustainable palm oil is stated clearly as an objective of Indonesia’s oil palm sector regulations. The Indonesian government is pushing for the National Action Plan for Sustainable Palm Oil (RAN KSB) policy as instructed under Presidential Instruction (Inpres) No. 6 of 2019 concerning the RAN KSB 2019-2024. RAN KSB is a strategic plan document to support many efforts on sustainable palm oil development at district and province level, such as smallholder’s registration (STDB), environmental management (HCV), governance, spatial plan, replanting, partnerships with private sector and accelerate the ISPO certification. In 2023, the RAN KSB Team encourages palm-producing regions to adopt the RAN KSB policy and focus on accelerating the implementation of the Regional Action Plan for Sustainable Palm Oil (RAD KSB).
One of priority district supported by USAID SEGAR is West Kotawaringin, in which oil palm is one of the most important land-based commodities in this district. As mandated under the Inpres 6/2019 and President Regulation 44/2020 regarding Sustainable Palm Oil, West Kotawaringin District need to adopt RAN KSB to derivate as RAD-KSB West Kotawaringin. The RAD KSB document will be an umbrella for implementing sustainable palm oil management through harmonizing, synchronizing, and improving participations of various sectors within district to improve biodiversity protection, improving community welfare, and accelerating ISPO certification. Furthermore, West Kotawaringin is eligible for receiving profit sharing fund (Dana Bagi Hasil – DBH), and one of prerequisite for accessing DBH is the availability of district RAD-KSB. To comply with the President Regulation, the district agreed to revise the Bupati Decree No. 56, 2021 on RAD-KSB.
OBJECTIVES
The objective of this assignment is to facilitate the development of RAD KSB document for West Kotawaringin.
EXPECTED OUTPUT/OUTCOME
RAD KSB document that has been approved by Working Group RAD KSB West Kotawaringin District and consulted through public consultation.
